Do people have to pay a fee to exercise their freedom of religion? How about a background investigation to host a website (1st Amendment)? Need a license or training to start a blog and enjoy Freedom of the Press? What training or fees are required before you’re allowed to organize a protest and utilize your Freedom of Speech? What about a requirement for training just to go around and spread the Gospel or even attend church? Do you need training before you exercise your Freedom of Religion? When everyone has to pay fees to exercise ALL of their rights, then it will be permissible to charge “reasonable” fees for the right to carry a weapon.
A permit should not even be required, but since in a lot of States they are and some require an FBI Criminal Background Check, I do not object to a reasonable fee for processing the paperwork or whatever.
The FBI charges $18 (last time I checked) to Law Enforcement or Employers for a Criminal Background Check, so part of the fee for a Carry Permit is to pay for that. The fee should be NO HIGHER than the actual cost to process the issuance of the permit.
